Assuming by your description, the program resides on a network share. Have you checked if there is a difference between launching application through a shortcut vs navigating to the location where the EXE resides (using Windows Explorer) then launching the application from there? Does this behavior seem to only happen for the first few times you first try to access the network folder (i.e. once you're able to launch the application, all subsequent tries work without problem) ? I'd seen an occasional problem at some customer locations where network connections weren't fully "up" -- they sort'a work and sort'a don't -- but once you're able to browse the contents of that shared folder, everything seems to work OK.
