Maybe some civilian airlines believed that flying so high pretty well excludes the possibility of an internal flight so it's safe... though international and US authorities had suggested not flying over the Ukraine, not least because somebody has been shooting down aircraft for some weeks now. Meanwhile some people are saying that the aircraft was further North than usual, taking it over a fiercely contested area. Conspiracy theorists are having a field day.

Ukraine being much closer, and the situation there resembling ours as of two decades ago in several respects, our local forums go very far in speculating what happened. There are even a few guys reporting from the spot, being there mostly on business or by marriage. Everybody's biased, of course, from "NATO can't do wrong" to "Russia can't do wrong" to "everybody's wrong and the people are screwed on all sides". But then there are weaponry buffs, and from their expertise it seems that the BUK system from which the plane seems to have been shot (as the rebels don't have anything better) is supposed to work in concert with the radar network, which they don't have. Standalone, it can only recognize its own planes.

There was a screenshot of the radar situation a few minutes before the event (taken by, I assume, third party - all the markings were in english), and there were two more unidentified planes nearby. Some theories state the possibility that an ukrainian army plane was trying to stay in the civilian craft's shadow, was shot at, civilian craft was hit.
