I'm not sure what you're saying - that Israel is already implementing your suggestions, and reaping the benefits - or that they're not, and don't need to ?

Well, sure, their policies have made them a listed terrorist organization and pariah state in much of the First World. Oh - maybe you were talking about Israel - I don't see it, myself.
