As bill point out, the one receiving the money did do nothing to earn it, except for being born in the lucky cradle.

So, by this reasoning, if someone is lucky enough to win millions of dollars in the lottery, the state should immediately confiscate all the winnings because the winner did nothing to earn the money - he or she was just lucky enough to buy the winning ticket.
