Your machine is missing the registry key for Outlook.Application but you probably have one for Outlook.Application.12 or 13

Two solutions:

Update your program to use :
o=createobject("outlook.application.12") or 13

or create a registry entry for Outlook.Application and copy the CLSID from Outlook.Application.12 or 13
