It happens some time.
I think it has something to do with GDI+ performance rather then FoxyPreview. It can also happen on straight report with rb 90.

I had few cases where pretty ordinary report (list) takes time to execute under rb 90. For no apparent reason. Most reports do just fine.
Just one of those little quirks rather then steady problem.
