Mike, you can hold him responsible for those aspects of government where he has executive power. Go look at the government org chart and look at the number who report directly to the executive branch. Now look at all the serious issues involving departments that report directly to the president (including HHS). Do the math.

As for the "he had nothing to do", that's very arguably not true. But let's assume for one minute he had nothing to do with the IRS abusing their power to influence the 2012 election. He and his friend Eric Holder have done nothing of any substance to investigate it, and have downplayed it as "ineptness" and "bone-headed" mistakes. And now you have information that the IRS (Lerner) was feeding Holder with information about conservative groups. I don't think that sharing confidential tax information with those who are helping the Obama campaign falls under the heading of "ineptness".

As for the VA, true, he didn't have anything directly to do with it, but made many promises over 5 years ago that were pretty much empty

As for Benghazi, he royally lied to the American public during an election year to cover their under-assessment of Al-Q and Al-Q related forces in Libya. It took over two years but now most people realize his narrative on this entire topic was pure B.S.
