Yes, it did. Go read the timeline of DACA and the ICE Morton memos. Look at the lawsuits against DHS by former ICE agents.

Look at the DHS solicitation for vendor services in the beginning of the year, when they outlined a number that was several times greater than what the annual average had been, going back to Bush.

I'm going to make it plain and simple - this administration used kids (and took advantage of scenarios in neighboring countries) as pawns to demonize the Rs over immigration reform. When you have an administration sending kids to centers in certain states, without even notifying the state's governor, it's obvious the president has no regard for the laws in this country.
