Mike I wouldn't say the police lied. It's entirely possible that the police story has some truth and the eyewitness accounts as well.
But here's the thing - even if you believe everything the police have said - a murder charge is still a very strong possibility. The Supreme Court ruled a few years about the police using deadly force on someone fleeing, if that person does not pose a deadly danger to others. If the forensics show shots to the back, and/or shots with his arms raised, that police officer is in deep trouble.
