Theoretically, but probably not worth the candle when you could use emails to a SMS gateway.

If you really want to try then you'll need to be able to connect to the Android phone as a modem. Don't think you can do that via USB but Bluetooth might be an option. There's some core code buried in this : http://www.foxite.com/archives/how-can-i-send-sms-by-vfp6-0000066718.htm
