Yes, you can have menus and toolbars on every form, modal or not. You can even have toolbars in the middle of your forms.
The product itself is EOL, no new development done and the website has not been update for a couple of years.

I know that some will be very sceptical by this fact, but we do have great experience with it. In fact we have build our whole GUI around the color schemes available in their product. See attachements. There are about 20 different colour schemes you can use out of the box, but you can define additional custom ones as well.
