Yep... but most North Americans never needed to mess with that, since everything defaults to North American formats. The fact that so many settings are scoped to datasession will come as a surprise to some!
FWIW, I advocated during the VFP3 Beta that these settings should default to Regional settings- as if Sysformats always on, unless explicitly changed. No effect on North Americans, but more predictable for Europeans, Antipodeans and others. A resounding "No" on that one.
