If I'm not mistaken the "Unknown Publisher" dialog is a separate issue from the UAC. If I'm not mistaken you'll get this in XP as well. And the particular dialog is triggered when you try to run an EXE without a digital signature from a remote drive (i.e. EXE is not on a local drive). IIRC the workaround (in the case you're not able to digitally sign the EXE) is to add the host computer (the computer on which the EXE resides) to the "Trusted sites" (see "Security" tab of "Internet options" from Control Panel)..
