This is likely caused by 'blocked' files that were downloaded from a Zip file and installed from there? Right click and bring up the properties dialog, then unblock.
Basically any EXE/DLL from within a .zip file that was downloaded is marked as potentially dangerous and will pop up a blocked dialog that requires unblocking.
The proper way around that is to use an installer to get the files installed...

I have used the scheduler trick to avoid the UAC on a local machine, but if run from the server, windows pops up another confirmation box unrelated to UAC, saying 'open file security warning... we can't verify who created this file. are you sure you want to run this file?' Only way to cut the cr#p is to turn UAC off, and that defeats the purpose. Sometimes i wonder what those Redmondians smoke...
