In a way, yes. You need to know the resolution of both monitors and then add the width of the left one to the .left of any form you want to display on the right one. IOW, you either maximize _screen or use desktop forms, and then apply the overall coordinates as applicable to wherever you want your forms to go.

Knowing which monitor is the host of which pixel would, IMO, involve messing with the video card's driver. I've seen some software use the API (now what of it is windows and what the driver, I wouldn't know), but at least most of the things maximize in one monitor... however, you can resize _screen to cover both. So, roll your own or find the API.
