The use of CONFIG.FPW isn't tied to the App Wizard. Unless specifically overridden with the -c parameter in the startup, VFP will try to use an embedded CONFIG.FPW, or a specified to by a DOS environment variable, or a file named CONFIG.FPW in the Startup directory (CURDIR() at the start of execution, not the home of the .EXE)

If you have a CONFIG.FPW file in the startup directory, and no CONFIG.FPW contained in the .EXE, it will pick up the settings from the CONFIG.FPW; this might explain why it happens on one system but not another. There's also an environment variable (FOXPROWCFG) that might be directing your system to use an alternate location and/or file name.
