It opens a Window when you run a DOS program.
I posted a FAQ entry that will run a DOS application and wait on it's compeltion in the FAQ under Win32 and other APIs that will avoid the probvlem with showing a DOS box.

My LaunchAppAndWait() example from the FAQ does; RUN will also wait depending on command line parameters in the RUN statement.

You'll likely have trouble porting your application to the Windows environment if you're polling hardware directly. You'll have to lokok carefully at how you access hardware in the app carefully when porting.
