Yes, in Plastic you could modify any file without cheking it out. Just remember to check in or undo checkin if you move to another branch (there is a warning if you do that), because otherwise the pending changes can be translated to the other branch, as if you modified the files in there.

In this tool, the only difference between checking out or not, is visible when you Diff, in the Pending Changes view, using the side-by-side Diff tool: If you have not checked out the modified file, then you only see the Diff blocks and lines, but if you check out the file (after or before editing), then in the Diff view you can see some action buttons when comparing code.

In example, moving a procedure from une place to another show this buttons on each block, even if one of the moved code-block are of the screen but related visually with a violet line, clicking on one of the buttons will send you to the other side of the moved code-block, and clicking the second button you can see 2 new windows with just this code-blocks side-by-side, and a title telling you if the contents are the same.
