At the surface, that comes across as a very clever question that surely tickled the fancy of at least one person who replied.

But it's actually an easy one.

- Kathleen Sebelius was not given a vote of confidence, and lost her job.
- CGI Federal was fired
- I'll stand corrected on this one if I'm wrong, but AFAIK, the back-end payment piece is long overdue

The ACA website is a double-topic. You can have the world's most perfectly functioning website for very bad legislation.

The site is certainly better now than it was months ago, but it is still very far from a polished app. My wife and I had issues trying to update information (because of incorrect information in their system regarding my daughter), and it took DAYS on the phone to address. I've talked to others who have had similar issues correcting information.

I didn't utter a single word about the website that hadn't been said by many (including supporters of the law). If you read the length TIME online article, the President himself viewed the first few months as a horrible embarrassment.
