There's no conflict with what I said earlier.
As I said, the numerator in the project failure rate occurs for many reasons....and some of the numerator represents projects that never make it at all, and some represents projects that eventually make it, though falling short of some initial expectation (and that expectation itself might have been unrealistic).
There's a context here I'm not going to drop - partly because the evidence is compelling - some in HHS were put in project management positions for which they had little or no experience.
Truthfully, other than just trying to be contrarian, I don't see what point you're making.
