The best method would be to install it using a Setup Wizard install, since VFP Runtime components are needed in addition to the .DLL itself. Setup Wizard will install the runtime and register your server for you.
If all necessary runtime components are present and properly registered, you can register the VFP OLE .DLL using REGSVR32 after copying it in place. I do not recommend manual installation of VFP .DLLs or .EXEs because of the runtime dependencies.
