When trying to install the Soap Toolkit on a Windows 7 or Windows 8 machine I get the following error:

the upgrade patch cannot be installed by the windows installer service because the program to be upgraded cannot find the file etc ...

Is the Toolkit not anymore compatible after Windows XP? I thought I used to have it installed on a Windows 7 machine, but now it does not seem to work anymore. What could be the issue?
