Who said quarantine is optional? I've seen absolutely consistency that if you have symptoms, you're quarantined, period. As is anybody with whom you were in contact while you were symptomatic.

BTW, there's plenty of incentive to develop an Ebola vaccine: http://money.cnn.com/2014/10/28/news/companies/ebola-drug-billion/index.html ... Perhaps after all you'll be able to feel secure without incarcerating fellow citizens who committed no crime and pose no credible risk to you.
