It removes from the customer the need to make a choice and instead fosters a set-and-forget annual charge. This does NOT mean that Windows 10 is the last major version of Windows which is what your phrasing suggests. It means Windows 10 will be the last version of Windows you buy as a package, on a DVD, and manually install. There will be windows 11, 12 and whatever (or whatever name they use). This is the same thing they are doing with Office 365 - changing from a package you buy once to a software system you pay continuously for.
