One possibility you can check fairly quickly is antivirus. If AV real-time scanners (on workstations and/or the server computer) are actively scanning VFP tables it can slow access to them a lot. You can test for this by temporarily disabling real-time scanning on all workstations (and the server) that may be simultaneously accessing the tables. Or, exclude the files or folders containing the data tables from real-time scanning.

Windows Vista and later introduced new complications in networking. It's more difficult to get networking set up exactly right. And if it isn't, a networked VFP app will have performance problems. You may need to do things like make sure DNS is configured correctly, disable IPv6 if it isn't being used etc. There are lots of network settings that have to be right, a comprehensive list is beyond the scope of this forum - talk to your network admins.

As an aside, when networking VFP tables on Vista/Windows Server 2008 or later, beware the SMB2 bug: http://www.alaska-software.com/fixes/smb2/overview.shtm
