I don't think that was what John said. She doesn't have Ebola now, and she can't transmit the disease unless she has it. She might have Ebola virus growing in her body somewhere, but that's irrelevant until it's communicable.

I think part of what's going on here is that Ebola is different than most of the diseases we're familiar with. We all know that colds and flu can be transmitted before we know we're sick and we're applying that knowledge to Ebola, which simply works differently, both in the communication mechanism and in timing.
