Where are you running the FTP client? Is it on the server? I'd seen situations where FTP client often gets disabled on server OS for security reasons.
If the FTP client you're running is running on workstation and basically you're having trouble transferring from/to the server in question, have you checked to see if there is anything on the server logs that might indicate a failure occurring (e.g. authentication problem, user isn't able to write to folder, etc.)? When connecting to FTP server, are you authenticating as a user, or are you connecting anonymously?
