Hi,
Use Ethernet for the communications, and use Ethernet to RS232 converters to interface to any non Ethernet capable PLC's or devices.
Remember the PLC's are doing the process control and your VFP app would be doing the SCADA (Supervisory Control and Data Acquisition) side of things.
I did similar things with the plant control for Cotton Gins about 10-15 years ago, after the initial commissioning period (2 days) I have never been back and they are still running.
These plants are in remote locations with bad power feeds, so I used sine wave power filters and/or true online UPS's and the owners just change the batteries every 18 months.
