I have used IS 5.1 for about a year now to install a VFP 5.0 product with very good success.
Here are the files that I install to the windows system folder:

CTL3D32 DLL
FLL32_16 DLL
FOXPRO INT
FOXRSTRT EXE
FOXUT16 DLL
FXOLE30B DLL
MFC40 DLL
MFC42 DLL
MP432 DLL
MSVCRT DLL
MSVCRT20 DLL
MSVCRT40 DLL
OLEAUT32 DLL
OLEPRO32 DLL
VFP500 DLL
VFP5ENU DLL
VFPOLE50 DLL

For the "Overwrite" criteria, I specify "NEWERDATE" - that is, only overwrite if the distribution files are newer.

In addition, I record the following registry entry:

HKEY_CLASSES_ROOT\VisualFoxProRuntime.5\Shell\Open\Command
(Default)=""\vfp500.dll %1"

All this works well with my application (of course, your actual mileage may vary ;))
