I'm not so sure. The state of Connecticut surely has more than the limits allow.

>A: Here’s how individual developers can use Visual Studio Community:
>Any individual developer can use Visual Studio Community to create their own free or paid apps.
>Here’s how Visual Studio Community can be used in organizations:
>An unlimited number of users within an organization can use Visual Studio Community for the following scenarios: in a classroom learning environment, for academic research, or for contributing to open source projects.
>
>For all other usage scenarios: In non-enterprise organizations, up to 5 users can use Visual Studio Community. In enterprise organizations (meaning those with >250 PCs or > $1 Million US Dollars in annual revenue), no use is permitted beyond the open source, academic research, and classroom learning environment scenarios described above.

>Seems to me Peter's business would probably qualify to use Community in his business.

>However, even so a VS license isn't prohibitively expensive: I think all you need is a Visual Studio Pro license which includes some of MSDN and some Azure credits. An upgrade licence (since you have an older version from previous MSDN) is a few hundred dollars.

>SQL Express can be used as long as you don't go over the usage limits (which are pretty generous actually and are more than FoxPro's physical DB limitations) or you can look into free DBs like PostGres or NoSql like MongoDb (which I've been using quite a bit lately with great success).
