There are many things to know to diagnose your problem:

1) In what directory have you copied foxbin2prg?

2) Have you extracted all the files, or just the exe?

3) Have you made the shortcuts for the vbs scripts in this directory?

4) What exactly did you in the SendTo folder?

I really need more detail on what you have done, because many people didn't read the README.txt nor the documentation on VFPx about installing and use.
"Installing" is just a way to say it, because there is not really an installation, is just copying in a selected folder, doing the shortcouts in there and moving them to the SendTo folder, nothing really complicated.
