Can someone tell me what is the secure distribution of the PHDBase library?

I don't see any distributed version of PHDBase to be used with our EXE. I searched the documentation and didn't find any difference from using this library in development mode or from an EXE. What is the protection mecanism to avoid someone of using it for his/her needs?
