This is the quintessential problem with our president. He feels it is necessary for him to take action if Congress does not act. Sometimes it is the responsibility of Congress NOT to take action (or at least not the action the president capriciously desires)

Most of the media has swallowed the misleading data about Barack Obama and presidential executive orders. Ed Henry (who, sadly, works for Fox News) really slammed the White House and Obama's Press Secretary the other day about presidential memorandums and executive orders. It was priceless.
