Well, control. I can easily imagine that a getaway car may be disabled by police, thus avoiding the chase and numerous wrecks along the way... but then also (and that's where Doctorow is right, IMO) I can imagine that such a thing, once becoming available, will be used on a whim - to, say, prevent the next batch of protesters gathering, or a dissenter arriving at a candidate's press conference where he may ask unlisted questions.
