That seems to vary with the state and county.
Before finishing up at Penn State, my son got an associate's degree at Nassau Community college on Long Island.
For Nassau county residents like us there were fees of a few hundred dollars per semester.

Here at Mercer county community college in New Jersey, students with good high school grades get free tuition and the others pay tuition of a couple of thousand a year - a fraction of the comparable cost at private schools. Hardship cases get pretty liberal consideration.

In both cases those systems seem to be working well under state and local control.
I don't see why the feds have to be involved.
Anyone who does not go overboard- deserves to.
