The trick, I think, is to make subsidies temporary.
The post WWII GI bill was phenomenally successful, but it was targeted and limited. Once that population graduated, it was over, so schools couldn't afford to put in bureaucracy that would be dependent on that revenue.
Anyone who does not go overboard- deserves to.
