I ended up here:
http://downloads.ddigest.com/software/download.php?sid=1089&ssid=0&did=5&rid=178216 ..then clicked the download button and it's downloading. (This is the "mega codec pack" - the one that has the most codecs in it.

Perhaps your whole problem is that you have mailware or something on your machine eating up all your resources - or some sort of Virus. I would run a full scan and try something like spybot search and destroy to get ride of all the mailware/spyware.
