There are many options to protect ones privacy and to communicate in secret if one wishes to do so. And those measures are also available to those who wish to remain hidden for nefarious reasons. In which case it begs the question; these eavesdropping measures will be used against who exactly? At best these are grand-standing measures to appeal to an ignorant voting public. At worst they are simply another step towards the loss of civil liberties which, once lost, will be very hard to regain. Orwell would be amazed by how much he underestimated the future.
