Well, I have. In the early/middle nineties it was necessary if communicating with some banks over here to use PGP (not only IT dep and head honchos)
When that requirement was dropped within a very short time by several banks, it raised an eyebrow. As disinformation also follows the onion model, unsure how to interpret, but current belief is in line with the part of Snowden docs that say PGP is still unbroken but some rainbow tables guiding key generation are tainted.
