There are discusions how far a RFID (aka secondary RADAR) reader can work.This is a bit more tricky then just reading, because you need to transfer the energy to the tag first. It requires a lot of energy to be transmitted by microwaves. A far distance reader might be a bit of a microwave oven on close range. There was something about the energy and the distance and the square root. It will be not better if the tag is not perefectly aligned.
Put it in a metal wraping should help anyway. Soft iron is better. But watch out. You will be handled as a terrorist by hiding ID. :)

Anyway, facial recognition will kick in. :) I need to search my tinfoil hat ...
