I found that the TreeView control (and the other standard controls) provided with VFP DLL was not pre-installed on one Window 8.1 new desktop that I installed a VFP application on. I manually added the missing DLL and then registered it via REGSVR32 (have to run the CMD as an Administrator). Once I did this the treeview worked as expected.
