I assume you are making calls to Foxtools.fll, if so, make sure that the Foxtools.fll is is placed in the Windows system directory.
You may need to re-create your set-up disks, place foxtools.fll in the directory that you use to create the setup, then in the next to last step, set foxtools.fll to be loaded to windows/sys directory!
