I have found the problem and solution.

File vfp9r.dll in app home dir was the cause of the problem.
I don't know why, but I think it got corrupted during network transfer or compressing.
Problem was that wasn't any error message, it made it harder to trace.
I have copied it from VFP directory and all works now.
