Many of his policies had not "hit the fan", so to speak, in 2012. So he was able to campaign more on his charisma, and on (quite frankly) the fact that Mitt Romney was not a strong candidate who did not go on the attack enough.
Again, I realize that any point after an election, people can easily say, "wow, if the election had been today, people would have voted differently", But Nov 2013, just one year later, represented such a huge and significant flashpoint when the country got to see Obama and his supporters in action.
