OK. I was looking at Penn State overall where room and board is at least $4K per semester. At Shippensburg it says $11,160 annually for room and board plus about $3K expenses. Cost of attendance is $9700 annually but that's full time: if you take twice as long to get the degree, I expect you could halve that. IOW maybe $18K per year part time if you include room and board? Taking Dorris's calculation: not affordable even if you work "part time" 40 hours per week to yield $12,064.

In fairness, that's before you apply for assistance or take out a loan. 98% of Shippensburg attendees now receive financial aid, and 81% take out loans that average $29,437.
