I can't really release my app update if it takes 2 minutes for a screen to pop up..ahhh!

Your should ask your Oracle DBA why queries from VFP run so slow. It's his job to troubleshot situation like that and the first step would be to see what statement(s) is send from VFP to Oracle and what are connection settings. I would bet that either statement(s) is not the same what he runs on back end or connection setting are different.
