LOL at partisan groupies treating unscoped 2021 predictions as proof that the sky is falling! No mention of the same report's presentation of ACA costs 20% lower than originally predicted, only the assertion that millions will be "forced" out of ESHI.

Lets be scientists for a moment and ask why, exactly, moving from ESHI to an exchange automatically is a skyfall?

I can think of one obvious issue for somebody earning (say) $35K with ESHI for themselves only costing maybe $5K: there *is* an ACA anomaly that with a standard cost share, this is going to pass the affordability test meaning that the employee isn't eligible to buy family cover on the public exchange. Nor can they afford another (say) $5K on the open market for family cover. These millions of workers and their families are likely to cheer when "forced" into a situation where they can access family coverage for maybe $1500 on the exchange. The freed-up ESHI can use used to bump salaries or to give the finger to any penalties, and the employer still gets to pocket maybe 30% of their old ESHI cost. So show me the victim.
