IMHI it definitely looks like the kind of app for Windev. As you may be aware, this not a big shop. But :
1- in its own field, it is really a highly regarded here as a highly productive environment. It is an established leader in its field in France and has grown over the years a decent international user base,
2- they are committed to providing support to their customer base ie "business solution developers".

I reckon that you should investigate their offering on its own merits, not on their questionable marketing material, which I feel is still a bit amateur from an int'l pov. But do not be fooled, these techies have a very COMPREHENSIVE offering including workstation software à la fox - it used to be sub-VFP in terms of functionality and speed, that has clearly reversed - and web/mobile solution. I would not comment about the latest.

Most certainly worth an evaluation, especially from Latin America, which they target specifically as a market development. They have, as French southerners - near the border ... - a specific interest in the Spanish speaking world:
