And then there is totally different approach. Develop as a web app (include mobile) and then use the code as a chrome desktop app for those that want a desktop. I've played with this and it works. I see the work google is doing as the future - things like the shadow DOM, Ploymer (web components), offline data with sync and easy ways to create two way bindings.

Using the tools provided by google (all free) will allow all mobile devices to work along with the desktops.

My concerns:
Will it change in the future - you bet!
Google is in love with material design. And the UI will change again sometime in the future.
Very special things have to occur to access hardware from a web or chrome desktop app (they claim the fix is coming).
