I see a slight difference between
- a consultant selling development expertise to companies IT department,
- a S/W shop selling (cheap) licenses to clients who don't care making a difference between desktop, web, tablet, windows, etc., and won't accept any interruption in the service this S/W brings them.

And I think this is the core issue.
